For context, my American Express card and its contactless works perfectly on these card machines when I use the physical card yet not with the Samsung and Google Pay. I usually wait a week or so before updating to listen to internet chatter on here and other sites to see how the firmware updates is behaving. If this was my situation I'd consider deleting the cards and either clear the phones system cache files by turning the phone off and then from a set series of button presses go into the phones system files and clear the cache.
For all those looking for the fix. Wipe Google play services data. You will be asked to readd payment method.
